Introduction
 
The National Societies of the Red Cross and Red Crescent find themselves more and more immersed in an entourage of a more demanding public, with a growing number of volunteer organizations. This makes it necessary for the Red Cross and Red Crescent to give direction to the organization of volunteers so that their participation may be satisfying and a motivation for an enduring relationship between the volunteers and the National Associations. It is a question, in fact, of incorporating qualitative criteria into the volunteer organization. This report is an enquiry into the strategies adopted by each National Society in the matter of volunteering, and the weight accorded by each one to the different phases of the volunteer service.

In May, 2005, the Reference Centre on Volunteering drew up a questionnaire that was sent to the national centres that form the European Network for the Development of Volunteering – ENDOV – the questionnaire being based on the document “Volunteer Management Cycle” prepared by the International Federation of the Red Cross and Red Crescent in 2004. In September, 2005, twelve National Societies sent their replies and comments to the Reference Centre on Volunteering, and that is the data that is used in this Study.
